Hazara killing, Conspiracy or Security failure

The killing of 11 miners belonging to the minority Hazara community has sparked anger and public outrage across Pakistan. The heirs of the deceased have kept their dead bodies on the road as a protest. Hazara community have refused to bury the bodies till the arrival of Prime Minister Imran Khan. Remember that this is not the first attack on the Hazara community. ISIS has claimed responsibility for the attack, but such incidents have always been linked to India in Pakistan. Pakistani law enforcement agencies have repeatedly accused the Indian intelligence agency RAW of conspiring and spreading unrest in Balochistan. The arrest of Indian spy Kulbhushan Yadav is presented as a major piece of evidence. When such terrorist incidents occur in any country around the world, the government, the people, and the law enforcement agencies of that country prior to blaming the terrorists first they admire and inquire about their own security failures.
