مذاکرات اُن اسٹیک ہولڈرز کے ساتھ کریں گے جن کے پاس اختیارات ہیں: پی ٹی ایم

خیبر پختونخواہ حکومت نے پشتونوں کو درپیش مسائل کے حل کے لئے سرگرم ’پشتون تحفظ تحریک‘ (پی ٹی ایم) کے رہنماؤں سے مذاکرات شروع کرنے کا فیصلہ کیا ہے اور اس مقصد کے لئے ایک بڑا نمائندہ جرگہ تشکیل دیا گیا ہے۔
پشاور کے کور کمانڈر جنرل نذیر احمد بٹ نے منگل کو صحافیوں سے بات چیت میں کہا کہ اس تنظیم کے سربراہ کے ساتھ بات چیت شروع کرنے کا فیصلہ اپیکس کمیٹی کے اجلاس میں ہوا جو خیبر پختونخواہ کے گورنر۔وزیر اعلیٰ اور کور کمانڈر پر مشتمل ہے۔

پروگرام ’جہاں رنگ‘ میں جب یہ سوال کیا گیا آیا اُن کا گروپ اس جرگے میں جائے گا، تو انہوں نے کہا کہ ’’اب تک اُن سے کوئی رابطہ نہیں کیا گیا‘‘؛ انہیں صرف میڈیا کے ذریعے ہی یہ اطلاعات مل رہی ہیں کہ کوئی جرگہ بنایا گیا ہے۔ انہوں نے کہا کہ ’’لاہور کے جلسے سے پہلے پیغام بھیجا گیا تھا کہ وہ مذاکرات کرنا چاہتے ہیں تو ہم نے کہا کہ ٹھیک ہے ہم اسکا خیرمقدم کرتے ہیں‘‘۔
انہوں نے کہا کہ ’’ہماری پرامن تحریک ہے جو عدم تشدد کی بنیاد پر اپنے مطالبات آگے بڑھا رہی ہے تو ہمیں مذاکرات میں کیا اعتراض ہو سکتا ہے، کیونکہ مذاکرات ہی مسئلے کا واحد حل ہیں‘‘۔ لیکن، انہوں نے کہا کہ ’’مذاکرات ہم ان اسٹیک ہولڈرز کے ساتھ کریں گے جنکے پاس اختیارات ہیں اور کسی قبائیلی جرگے کی کوئی منطق نہیں بنتی، کیونکہ ہمارا مطالبہ تو ریاست سے ہے۔ ان لوگوں سے جنہوں نے وہاں آپریشن کئے ہی ہیں اور جو وہاں اپنا اختیار رکھتے ہیں‘‘۔
اس سوال کے جواب میں کہ کور کمانڈر نے انہیں پیشکش کی ہے۔ کیا انکی یقین دہانی کافی نہیں ہے، تو انہوں کہا کہ ’’انٹیلی جینس اداروں سمیت دوسرے تمام اسٹیک ہولڈرز کی موجودگی کے بغیر مذاکرات بے معنی ہونگے۔ اسکے علاوہ انہیں اعتماد کی فضا بھی قائم کرنا ہوگی، کیونکہ لاہور کے جلسے کے دوران کافی بدمزگی ہوئی۔ کراچی میں احتجاج کرنے والوں کو اٹھایا گیا‘‘۔
انہوں نے کہا کہ ’’ہم تو خود قوم کی نمائیدگی کر رہے ہیں۔ ہم تو خود جرگہ ہیں اور ایک فریق کی حیثیت سے مذاکرات کریں گے اور یہ مذاکرات ریاستی اداروں کے ساتھ کریں گے۔ ریاست کے ساتھ کریں گے اور پھر ریاست کے اندر جتنے بھی سٹیک ہولڈرز ہیں ان سے کریں گے‘‘۔
اس سوال کے جواب میں کہ کیا وہ جرگے میں شرکت کریں گے، انہوں نے کہا کہ ’’جب ہم سے رابطہ کیا جائے گا، تو ہم اپنی شرائط رکھیں گے اور انکو تسلیم کیا جائے گا تو ہم اسپر غور کریں گے‘‘۔
