پاکستان اور روس کے پہلے بین الوزارتی مذاکرات

پاکستان اور روس کے درمیان رابطوں اور بات چیت میں حالیہ برسوں میں بہتری آئی ہے اور دوطرفہ روابط کے اسی سلسلے کی کڑی میں دونوں ملکوں کے درمیان پہلی مرتبہ بین الوزارتی سطح پر مذاکرات ہوئے ہیں۔
پاکستان کے قومی سلامتی کے مشیر لیفٹیننٹ جنرل (ریٹائرڈ) ناصر خان جنجوعہ کی قیادت میں پاکستانی وفد نے 22 اور 23 اپریل کو روس کا دو روزہ دورہ کیا۔
پاکستانی حکام کو اس دورے کی دعوت روس کے قومی سلامتی کے سیکرٹری نکولائی پیٹروشیف نے دی تھی۔
قومی سلامتی کے مشیر کے دفتر سے جاری بیان کے مطابق پاکستان کے وفد میں قومی سلامتی ڈویژن، وزارت دفاع، وزارت دفاعی پیدوار کے میجر جنرل کی سطح کے افسران اور وزارت داخلہ، سپیس اینڈ اپرایٹماسفیئر ریسرچ کمیشن، سپارکو اور دیگر وزارتوں کے اعلیٰ عہدیدار شامل تھے۔
ماسکو میں ہونے والے مذاکرات میں عالمی سطح پر بدلتی صورت حال خصوصاً اس کے تناظر میں خطے کو درپیش سکیورٹی چیلنجز کے بارے میں تبادلہ خیال کیا گیا۔
وفود کی سطح پر علاقائی روابط اور خفیہ معلومات کے تبادلے، خلائی سائنسز، سکیورٹی، معیشت، تجارت، سائبر سکیورٹی جیسے شعبوں میں قریبی تعاون کے بارے میں بھی تبادلہ خیال کیا گیا۔
واضح رہے کہ مارچ کے مہینے میں روس کے دو وفود نے پاکستان کا دورہ کیا تھا۔
تجزیہ کار قمر چیمہ کہتے ہیں کہ پاکستان روس سے تعلقات کو وسعت دینے کا خواہاں ہے۔ تاہم اُن کے بقول دونوں ملکوں کے تعلقات کا ماضی اچھا نہیں ہے اور اس کے اثرات مکمل طور پر ختم ہونے میں وقت لگے گا۔
’’ہمیں تھوڑا تاریخ میں جانا پڑے گا ابھی بھی جو روس میں سول ملڑی لیڈر شپ بیٹھی ہوئی ہے یہ زیادہ تر کولڈ وار مائنڈ سیٹ کی ہے اور ان کو پاکستان کے ساتھ اپنے آپ کو اوپن اپ کرنے میں تھوڑا وقت لگے گا۔‘‘
ماسکو اور اسلام آباد کے تعلقات میں 2014ء کے بعد سے نمایاں بہتری آئی ہے۔
اسی سال روس نے پاکستان کو ہتھیاروں کی فراہمی پر عائد پابندی اٹھا لی تھی جس کے بعد روس نے پاکستان کو لڑاکا ہیلی کاپٹروں کی فراہمی کے معاہدے پر دستخط بھی کئے تھے۔
دونوں ملکوں کے درمیان 2016ء اور 2017ء میں مشترکہ فوجی مشقیں بھی ہو چکی ہیں جب کہ گزشتہ سال پاکستانی فوج کے سربراہ جنرل قمر جاوید باجوہ نے بھی روس کا دورہ کیا تھا۔
